HARRISBURG - Pennsylvania lawmakers have agreed to spend $2.2 billion on leftover state stimulus money from crisis housing, conservation and child care programs.

None of the money will be used for direct payments to Pennsylvanians, as Democratic Gov. Tom Wolf wanted. Instead, Spotlight PA has identified 20 programs that will be funded through stimulus dollars. Here is a summary of usage.

Pennsylvania Stimulus Money

A total of $640 million, the largest portion of the cost, will go toward maintenance work, which includes providing clean water for state residents, repairing and renovating state parks, and maintaining water and sewer systems.

Of that, $320 million will be transferred to an existing federal program that supports water authorities large and small with drinking water and sewer projects, flood control programs and repairs to unsafe dams.

Another $220 million will fund farmland preservation and farmland cleanup and water extraction that could harm the state's water supply.

The latest plans are, in all but name, a continuation of two similar plans from the late 90s and mid-2000s that also focused on watershed management and parkland renovation.

The first would help Pennsylvania avoid legal trouble for failing to clean up the Chesapeake Bay, where most of the state's water flows, said David Hess, a former Pennsylvania cabinet secretary who helped implement the first iteration of the plan.

Recently, state parks have a $1.4 billion maintenance backlog, Hess said, and "a lot of people saw how important parks and forests are for recreation during a crisis."

Lawmakers have appropriated $375 million to help low- and moderate-income homeowners and homeowners rehabilitate their properties, and to add or strengthen the state's affordable housing units.

Of that, $125 million would fund a plan modeled after Sen. Nikhil Savall's (D., Philadelphia) House Reform Fund.

"I thought there were issues that were geographic that spanned rural, urban and urban areas," Saval said, one of which was that "everyone has the right and deserves a safe, dry and healthy home."

Stimulus Checks Are On Their Way To Mailboxes

The Whole Home Renovation Program will provide grants and loans to homeowners and homeowners to renovate their properties. Funding is available to homeowners whose household income does not exceed 80% of the area median income and to homeowners who own fewer than 15 properties.

Two more programs have been created to improve and increase the number of affordable housing.

The Housing Choice grant program will provide $100 million to developers and nonprofits that build, acquire or rehabilitate affordable housing for low-income tenants. The second program, funded at $150 million, will help organizations that build affordable multifamily housing to offset construction and equipment costs.

Helping Homeless East Texans Get Access To A Stimulus Payment

The stimulus money will also fund a temporary 70% expansion of the existing state property tax credit program for people age 65 and older and people with disabilities.

Last year, the program gave checks to 430,000 renters making less than $15,000 and homeowners making less than $35,000. A person who received the maximum reimbursement of $650 will receive an additional $455 upon a one-year extension.

The Child Care Improvement Program under the Department of Human Services will provide grants to child care providers to hold children or staff responsible for direct supervision of environmental services.

This one-time payment is intended to increase the salaries of existing employees by up to $2,500. The program will accept applications on a rolling basis until the $90 million allocation runs out or until federal funds expire in 2026.

Covid 19 Stimulus Payments And Public Benefits

The program directs $250 million in one-time payments to a variety of long-term facilities and services, including nursing homes, home health agencies and services for older children.

The spending plan also includes $260 million in grants to law enforcement agencies to improve their technology, support recruitment efforts and prosecute gun violence.

The Law Enforcement Assistance Grant Program will provide $135 million to agencies for purposes that include acquiring or upgrading new equipment, hiring non-regular police officers such as probation officers, and funding retention and recruitment.

The purpose of the grants is to increase the amount of money allocated in the budget by law enforcement agencies. The program limits grants based on city size; Philadelphia, the state's only Tier 1 city, will receive more than $25 million.

Another measure, the Gun Violence Investigation and Prosecution Grant Program, takes a more limited approach. The program will provide grants to district attorneys' offices and law enforcement agencies to investigate and prosecute gun crimes. The bill directs the program to focus on areas with high rates of gun violence, but reserves 10% of the funds for rural areas.

The program also provides $75 million in grants to district attorneys, community organizations and higher education institutions for violence intervention and prevention.

The budget also creates the Adult Mental Health Behavioral Health Commission, made up of lawmakers, cabinet secretaries, law enforcement officials, health officials and experts, and allocates $100 million to address the issues it identifies.

In addition to those big-ticket items, the plan would also direct $3.8 million to public libraries, $15 million to arts and cultural nonprofits, $3 million to biotech research, $25 million to utility relief, $1.4 million to emergency relief for help as a result. public schools. , and an additional $35 million for the Nursing Student Loan Assistance Program created last year.

Less Federal Aid Is Coming As Americans Enter Third Year Of The Pandemic

Finally, the program transfers up to $42.33 million to the state Unemployment Compensation Fund, which pays unemployment benefits to people out of work. Business groups have pushed for such a move to prevent their unemployment rate from rising.
