Specifically, Pennslyvania offers inflation relief checks to low-income homeowners. Those who qualify for the Rent to Own/Refund Tax program will receive a one-time tax rebate. To qualify, homeowners must be 65 years of age or older, or widows and widowers age 50 or older, or people with disabilities age 18 or older, CNBC said.

Just before taking office, President Joe Biden unveiled his American Rescue Plan, a $1.9 trillion coronavirus response plan that would, among other things, fund a major increase in vaccines and provide relief for struggling families and small businesses. As Congress debates Biden's proposal — Senate Democrats could pass it as a budget resolution as early as Friday — a burning issue is the $1,400 "stimulus payments" for eligible people. This was the third round of that relief: Payments of up to $1,200 per person were given last April, and another round of $600 payments was completed in January.
Economists disagree on whether these third-round payments are sufficiently targeted. While the payments are providing much-needed help to the families hardest hit by the pandemic, they are also going to families who have not suffered a loss of work or income, which some consider unfair. It also makes payments more efficient as a way to stimulate the economy, as households with higher incomes tend to save their extra income rather than spend it. On the other hand, paying most everyone is politically attractive to much of the population and is a quick way to relieve those in distress.

Millions of tax filers who used tax preparation services like H&R Block or TurboTax didn't receive their payments initially because the IRS mistakenly placed them in temporary accounts that were no longer accessible to individuals. Debit cards were issued to eligible people who do not have direct deposit information on file, as well as those who do not have bank accounts (13% of Philadelphia households have a bank). Some have reported that debit card mail was thrown out because it looked like junk mail.
